APCP State Guidelines

The New Jersey Department of Health supports several animal population control programs to prevent animal overpopulation and to protect human health. These include programs that promote the spaying & neutering of animals.

Low Cost Spaying/Neutering Program

You may be eligible to have your pet spayed or neutered at a discounted price at one of the participating veterinary hospitals – including all PFA locations across the state. 

Spay or Neuter your adopted dog or cat for $20.00 if you:

  • Are a New Jersey Resident
  • Adopted your pet from an eligible licensed NJ shelter; municipal, county, or regional pound; NJ holding or impoundment facility that contracts with NJ municipalities; or a non-profit NJ animal adoption referral agency
  • Licensed the dog in your municipality (Licensing for cats is not required).

Spay or Neuter your dog or cat for $10.00 if you receive any of the following:

  • Food Stamps
  • Medicaid
  • General Public Assistance
  • Rental Assistance
  • Aid to Families with Dependent Children
  • Lifeline Utility Credit
  • Tenants Lifeline Assistance
  • Supplemental Security Income – NOT the same as Social Security
  • Pharmaceutical Assistance to Aged & Disabled

You will need to provide proof of qualification with your completed application, to the clinic where you would like to schedule the appointment.

***Medicare and Social Security Disability do NOT qualify***

 

How To Complete Your APCP Application

Thank you for choosing People for Animals and your interest in the APCP program! Funding is allocated quarterly. Please submit your applicationfor the next available quarter AS SOON AS POSSIBLE — spots are limited, and approval is NOT guaranteed. If approved, you will receive an email with your appointment date.

1. Complete the APCP application: CLICK HERE to download the form.  Leave “Signature of Veterinarian” blank; that section will be completed by a PFA surgeon. Your completed application must include these additional items to determine your eligiblility for the program:

  • A valid copy of your identification (license or passport)
  • A copy of proof of your government aid (whichever item you check for question #6 on the form).

2. All names must match on all documents, including your license/passport.

3. PROXY FORM: The owner must sign their Proxy form (use physical signature/ legible electronic signature). Owner can leave Proxy information blank if you are not yet sure who will be dropping off the pet.

4. SHELTER PROGRAM: Submit a signed Adoption Agreement with the shelter code and a copy of the dog’s current License. Ensure the License is up-to-date; if the License expires before end of the next APCP quarter, you will have to get a renewed license in order to apply.  Your dog must be Licensed if you are using the shelter option.

To get Licensed, your dog needs to have an up-to-date Rabies shot. If your dog needs one, you can bring them to our clinic during Vaccine & Preventative Service hours:

  • Hillside: Tues + Thurs 10am-1pm | Wed 10am-4pm | Fri 9am-1pm |  Sat 9am-12pm
  • Robbinsville: Tues + Thurs + Fri 10am-4pm | Wed 10am-2pm
  • Millville: Mon + Tues + Wed + Fri 9am-2pm

The Rabies vaccine is $27 at our clinics, along with a $30 office visit fee (Total: $57.00). Once your dog has an up to-date Rabies shot, you can bring the Rabies certificate to your Town Hall and have him Licensed (you will get the certificate when the dog receives the vaccine). We will then need a copy of the License paperwork.

5. Send all of completed forms, copy of your ID, and proof of eligibility via EMAIL to the clinic of your choice.  Please include “APCP” in your Subject Line: 

Once documents are received, application will be considered for next available quarter.  If approved, you will receive an email with your appointment date.

  • Please check your Spam Folder to make sure our responses are not getting lost.  Whitelist our email domain: @pfaonline.org
  • Please proofread the spelling of your email & phone number contact information when submitting forms. 
  • The fastest way to confirm your appointment details is by replying to existing email conversations you already have with our staff; if you start new email threads to send follow-up messages, your request may be further delayed. 

Appointments made outside of APCP application process will not be covered by APCP.
